In all honesty - if you go to google, and search for "emo hair", you will find MANY styles like that under Images or Web Sites (that's what I did for my hair currently)



It's easier than trying to describe it - just print a few similar styles out, and any good hairdresser will know what you want!

I would suggest you ask for a 'loose'- or 'soft'-layered cut, with a 'swept bang'. (Left or right depending on your preference/natural part.) You would then specifically define the lengths of both the bangs and the fall. (If you were trying to get an exact copy of the style in the video, it would be a loose-layered cut with a fall to the mid-back (worn forward, over the shoulders) and soft-layered bangs, swept to the left, at about brow length. (This means the bangs would be somewhat longer when straight - hence, why the girl in the video keeps 'flipping'/sweeping it out of the way. For simplicity/comfort, you might want consider slightly shorter bangs that would not naturally fall into the eyes...))
